Preliminary Planning of the Domestic Greenhouse Gas Accreditation and Verification System for Net Zero Emissions

In response to climate change, the Executive Yuan formally passed the renaming of the "Greenhouse Gas (GHG) Reduction and Management Act" to the "Climate Change Response Act", specifying that the national long-term goal of greenhouse gases emission reduction is net-zero emissions by 2050, strengthening climate management by appointing higher-level authorities in charge, and adding chapters specifically for climate change mitigation. The first step towards reducing and managing GHG emissions is the implementation of GHG inventory, which can be conducted due to different reasons: mainly mandatory requests or voluntary initiatives by regulations or supply chains. The Climate Change Response Act clearly stipulates that the GHG inventory and relevant information of emission sources designated by the central competent authority shall be verified by a verification body. Requirements for verification bodies, including the conditions to be met, application for permits, review procedures, approval and issuance, licensing matters, scope of graded verification, supervision, inspection, abolition, as well as the qualifications of verification personnel, including training, obtaining certificates, abolition, management, and other matters to be complied with, are all to be determined by the central competent authority. With respect to the practical management of verification bodies and accreditation bodies, how to enhance the domestic verification capability to assist the industry to meet the verification needs and how to supervise the performance of verification bodies and accreditation bodies to comply with relevant legal requirements and international trends are the focuses of this preliminary research project. Therefore, the objectives of this project include: (1) to assist EPA in designing the greenhouse gas verification system for domestic manufacturers and formulating a draft accreditation framework for greenhouse gas verification bodies; (2) to help plan measures to strengthen the competence of personnel and management of greenhouse gas verification bodies, collect and analyze international information relevant to greenhouse gas verification.
